TIP OF THE DAY: To keep balls corralled, drill holes through wood slats on top and bottom and insert bungee cords.
You could also use smaller cords between wire shelving. 
Or…build a frame and install stretch cording through pre-drilled holes.

The bungees keep the balls in place, but kids have easy access by just reaching through the cords.
